Ok so above: Blue has connections between city 1 and 2, between city 2 and 3. Red has a connection between 3 and 4.
Reds ticket needs have city 4 connected with city 1. Can he then place one station on city 3 and then another station on city 2 to connect to city 1?

Placing the stations on 2 and 3 connects Red from 1 to 4, but it's important to note that other locations also work.
For example, Red would also connect that route if he placed stations
on 1 and 3, for example if someone else already had a station on 2.

You can place a station in any city, that doesn't already contain one. At the end of the game the station will serve as a connection over another player's route between that city and another city. So, yes, if you needed to get two cities away, you could place two stations in sequence to make it through two blocked connections. You can also place one just for fun, or to block somebody, but that usually isn't worth it. The stations are worth points to you if you don't use them, plus this takes up a turn which is probably better spent doing something else.

With a station, you can only use one link from another player - that is, one direct connection between two cities (a connection that can be build with one action). So in your case, if you place a station in Frankfurt or München, you can use the Frankfurt - München link, but not more. To use the complete route section Frankfurt --- Budapest, you need three stations.
